Typically a graphics department creates the layout using an graphics design software tool like Photoshop or Fireworks. In these programs they slice up the web design into a series of images. In an HTML editor specific sections have to be keep clear of graphics where the content can go. This can break the original design and prevent graphic freedom. Layout Merger fixes this.
